城市化进程在“以物为本”理念的指导下，政府履行职能出现偏差，忽视了人类社会发展的复杂性与多样性，出现社会发展与经济快速发展的不协调，需要政府以人为本、关注人的生活质量的提高，逐步实现从物到人的根本性改变，实现城市科学发展。具体到昆明，政府应贯彻落实公共财政理念，加大直接转移支付力度，完善社会保障，重视教育机会公平；促进城市经济发展方式转变，优化产业结构、提升消费需求；以生活质量为导向，构建政府绩效管理模式。

Urbanization has processed under the guidance of material-centered concept, resulting in deviation when the government performed its duties, the complexity and diversity of human social development are being ignored. The reality is that social development and rapid economic development is not harmonious, which requires the government to be people oriented and pay close attention to the improvement of the quality of human life, to gradually realize fi.mdamental change from material to people and achieve the city＇s scientific development. Specific to Kunming, the government should implement the public financial concept to intensify direct transfer payment and improve the social security system and value the fairness of education opportunity; promote the transformation of economic development pattern to optimize industrial structure and elaborate the consumption demand; establish government performance management mode under the life -quality -oriented guidance.
