党的第十七届六中全会标志着经营性文化事业单位改革改制任务基本完成，工作重心开始从改革改制向监督管理转变，因此，对文化企业国有资产管理实施有效监管十分必要。文章从出资人视角研究和探索了对文化企业国有资产多种形式的有效监管方式、方法及体系，为推进深化文化体制改革，实现文化企业的国有资产保值增值和健康发展提供了建议。

The seventeenth session of the six plenary session of the Central Committee of C.EC. marked a reform task of the commercial cultural institutions basically completed. The work focus should turn to supervision and management, and not only reform. It was very necessary to the supervision and management of cultural enterprise. This paper analyzes the multiform of the effective supervision method and system on the cultural enterprise state assets from the aspect of investor, and then puts forward the suggestions on promoting the further cultural system reform and realizing the increasing value, value-added and healthy development of cultural enterorise state assets.
