北京联合大学档案学专业结合自身实践创新性地提出了“校外人才培养基地体系”的概念,并紧密围绕这一核心概念,深入探讨了校外人才培养基地体系的提出背景、涵义特征、建设思路与过程等相关问题。文章指出:1.长远来看,单一校外人才培养基地的视野会给合作教育和人才培养的发展带来负面影响,而很多高校的相关工作还处在初级阶段.这正是导致目前的研究和实践主要局限于单一基地的重要原因:2.理想的做法是建设一个校外人才培养基地体系,这个体系应是一个以某一专业人才培养目标为核心,由相互支撑、优势互补的多个校外人才培养基地构成的相对稳定且动态发展的有机体;3.校外人才培养基地体系的具体建设工作应该包括四个方面的内容:(1)评估校外教育资源的整体需求,(2)设计并建构基地体系结构.(3)搭建多方合作交流平台.(4)建立监控、评估与更新机制。

Archives Major of Beijing Union University put forward the new thoughts of constructing outside-school Talent-cultivation Base System, based on its long history of practicing co-education. Focus- ing on these thoughts, this paper probes into the reasons why we raise a new concept of Outside-school Talent-cultivation Base System, its implication, features, constructing methods and process. This paper points out: 1.The view of single-base will have negative effect on the development of co-education and Talent-cultivation in the long run. And the related practice of constructing outside-school talent-cultivation base being at the primary stage for many universities is one of the key reasons why the recent research and practice has been limited to the single-base view. 2.The ideal practice is to construct an outside- school Talent-cultivation Base System, which consists of a number of single bases; all centered orl the tal- ent-cultivation objectives of the major, and should be in a state of dynamic equilibrium.3.To put the ideal thoughts into practice, the following work should be done: (1) evaluate the need of outside-school educational resources, (2) design and build the frame of the Base System, (3) construct a multilateral communication platform, (4) build the mechanisms of control, evaluation and renovation.
