本文利用中国1995—2009年28个省区面板数据,采用数据包络法计算各省区的Malmquist生产率指数,从技术结构、技术匹配和技术选择出发,考察省际溢出、国际进出口溢出、外商直接投资和对外直接投资溢出对地区全要素生产率的影响。研究结论:(1)技术结构、技术匹配和技术选择综合变量均对我国经济效率、技术效率、技术进步具有一定影响,只是各自作用机理在不同技术溢出渠道上不尽相同;(2)技术结构、技术匹配和技术选择综合变量与技术溢出效应的交互项能够作用于地区生产率、技术效率和技术进步,只是不同的技术溢出渠道在技术因素下将会产生不一样的作用;(3)控制技术溢出效应影响后,技术因素与技术溢出效应相结合作用于地区TFP、技术效率和技术进步的方式和路径更为清晰。

Based on panel data of provinces in China during 1995 - 2009 and starting from the existing technol- ogy traits in each province, this passage deeply analyzes advanced knowledge and working mechanism that technolo- gy has on provincial productivity. This passage develops the existing research in 3 ways :1. using Data Evolvement Analysis to calculate and examine the Total Factor Productivity in every province in China and divide them into technology advancement, technology productivity and thoroughly examine how technology overflow effect influence TFP. 2. Improving traditional international knowledge overflow model in China, developing traditional model into something that includes both inter-provincial and international knowledge overflow effect, totally explain provincial knowledge overflow effect and further detailing the effect on TFP. 3. Considering China's existing technology traits, bringing it into the analysis framework of provincial knowledge overflow model, analyzing the working mechanism that provincial technology has on working productivity. The content is as follow :1. Introduction 2. Research frame- work 3. analysis method 3. model setting variable description, data handling 4. actual case checking and result analy- zing 5. Conclusion and enlightenment. The research method that this passage uses is called Malmquist index method from Data Evolvement Analysis which is a commonly used non-argument assumption method whose basic idea is to compare data of each examining unit with newest technology level in order to measure the valid value in each area. By bringing in the distance func- tion, Malmquist index is able to dynamically measure Total Factor Productivity and it's variation and can effectively distinguish that the source of productivity growth is technology advancement and productivity. Based on this, through building model to analyze by quantity, the research turns out to be that :technology structure, technology match and technology selection comprehensive variable have certain impact on China's economic efficiency, technol- ogy efficiency and technology improvement rate, with different working mechanism . China's present technology structure obviously hinders the district economic growth which derives from negative effect that irrational technology structure has on technology efficiency and improvement. Certain technology match has a positive impact on district technology improvement which offsets the corresponding negative one, making it impossible to exert vital impact on district productivity. Certain degree of technology structure and match limits the regional; output growth but the negative effect is very weak, because the technology selection factor fails to have vital effect on regional productivity and improvement. The interactive terms of technology structure, match, selection comprehensive variable and tech- nology overflow effect can be used in regional productivity, technology efficiency and advancement . Different tech- nology overflow channel has different effect. The combination of technology factor and technology overflow effect make the method and path of regional technology factor productivity, technology efficiency, technology improvement more clear. On the one hand, technology overflow effect solely has impact on output efficiency. On the other hand, it combines the specific technology framework on TFP, technology efficiency, technology improvement together. From the empirical results of this study, combining with the actual level of technology, government should be make the international, trade policy, the foreign direct investment policy, foreign direct investment policies and inter-pro- vincial economic interaction related requirements and regulations which focusing on coordinating with reasonable capital labor ratio, integrating the technology factor endowment structure matching, and choosing the appropriate technology, rather than just introduces the advanced technology to improving the technical strength.
