本文围绕着外汇储备到底是什么展开．从对外债权和国民财富两个视角进行了深入探讨。首先从基本定义入手，对几个概念进行界定；然后，从几个层层递进的角度对储备的形成进行了分析，进而对其本质进行了探讨，总结对外债权和国民财富上的特征．即它是一种特殊的对外债权和有限定性的国民财富。对特殊性和限定性的理解以及它们的转化都直接影响着对外汇储备的管理。因此，我国的外汇储备也应该进行更加科学的规模和结构管理。

This paper is focusing on the nature of foreign exchange reserves （FERs） by going into depth from the perspectives of external assets and national wealth. First, some related concepts are defined; second, three models are developed step by step to dig into the formation of FERs. Based on the analysis, the conclusion is that the FERs are a special kind of external assets and limited national wealth. The understanding on these features and the transformation of them will influence the management of FERs directly. Moreover, we could find that China＇ s FERs should be managed both in scale and structure more scientifically.
