“世界工厂”带来的低附加值、产能过剩、资源过度消耗和环境污染等问题，凸显出制造业价值链攀升的重要性和紧迫性，军民融合型经济对制造业价值链攀升具有内源性推动作用。宏观层面，军民融合型经济可整合军地创新资源，加快军民融合的国家和区域创新体系建设；中观层面，可集成军地产业优势资源，提高制造业产业创新能力；微观层面，能聚合军地企业优势资源，促进企业价值链攀升。要发挥军民融合型经济对制造业价值链攀升的推动作用，就必须改革体制机制，完善政策法规；统筹规划计划，促进军地协调发展；积极试点示范，带动军民融合型经济整体跃升。
