本文提出政府政绩考核目标错位，稀土资源补偿、生态环境补偿与安全规制不足，生产和出口市场分散，六重机制叠加导致了稀土定价权缺失，尤其是实施出口配额管制后，中国稀土出口市场呈现出特有的“向日葵盘籽式”市场结构加剧了稀土出口价格竞争。本文结合发达国家稀土价格形成机制与政策经验，提出了增强中国稀土出口定价权的政策思路与建议，包括运用合理的价格形成机制置换缺乏效率、备受指责的出口配额政策。

The misplacement of government performance examination target, deficiency of rare earth compensation mechanism, ecological environment compensation mechanism and safety regulation, the fragmented production and export market, lead to the lack of China＇s pricing power on rare earth export. After implementing export quota regulation, China＇s rare earth export market presents a ＂sunflower seeds structure＂ which intensifies the export price competition rare earth firms. Based on rare earth price formation mechanism and policy experiences of developed countries, this paper proposes the policy thinking and suggestions of China＇s pricing power on rare earth export,which include transferring from invalid export quota policy to rational price formation mechanism.
