经济增长与社会进步是国家发展的核心，在这些变化发生的过程中，公共治理结构与社会文化领域的变革必然增加转型时期的相对不确定性。究其根源，经济增长作为国家发展的发动机，带动整个社会的进步，也给既有的制度框架与文化系统带来冲击。转型时期的腐败现象发生及演化的规律可以作为社会符号观测和解释社会转型中不确定性的威胁，而针对转型期不确定性威胁的对策只能是持续深化改革，完成社会转型与过渡。

Economic growth and social progress are the cores of national development. During the process, revolution in the structure of public governance and the field of social culture will increase the relative uncertainty in the transition period. The course behind it is that although economic growth, as the engine of national development, will promote the social progress, it will also have an impact on existing institutional framework as well as cultural system. Corruptions and the evolution rules of them in transitional period could be regarded as social symbols to observe and interpret the threat of uncertainty. Furthermore, the countermeasures could only be intensifying the reform continuously for accomplishing social transformation and transition.
