“无直接利益冲突”群体性事件根源于“利益冲突”，现实生活中“民意一民怨一民怒一冲突”的演变逻辑，凸显了作为基层政府在执政理念、职能定位、制度建设、管理方式以及治理能力上可能存在的不适应性。基层政府亟需以构建服务型政府为核心导向，促进社会和谐发展、构建基层治理网络，建立治理主体合作共赢新秩序、完善应急管理机制，提高危机处理能力，从源头上预防和化解“无直接利益冲突”群体性事件。

The grass-root governments need to build a service-oriented government to promote social harmonious development, to construct basic-level governance network, to establish a new order of win-win cooperation of governance body, to improve emergency management mechanism and the ability of handling crisis, so as ＇to prevent and mitigate from the source mass disturbances of ＂non-direct interest conflicts＂.
