本文运用基尼系数分解方法对我国省际财力差异按东部、中部、西部和东北地区等四个区域进行分解，实证分析中央转移支付对区域财力的均衡影响。结果表明，中央转移支付前区域间的财力差异明显大于区域内的财力差异，中央转移支付对区域财力的均衡影响表现为显著缩小了区域间的财力差异，略微改善了区域内的财力差异。最后，就完善转移支付制度提出了相关政策建议。
本文運用基尼繫數分解方法對我國省際財力差異按東部、中部、西部和東北地區等四箇區域進行分解，實證分析中央轉移支付對區域財力的均衡影響。結果錶明，中央轉移支付前區域間的財力差異明顯大于區域內的財力差異，中央轉移支付對區域財力的均衡影響錶現為顯著縮小瞭區域間的財力差異，略微改善瞭區域內的財力差異。最後，就完善轉移支付製度提齣瞭相關政策建議。
본문운용기니계수분해방법대아국성제재력차이안동부、중부、서부화동북지구등사개구역진행분해，실증분석중앙전이지부대구역재력적균형영향。결과표명，중앙전이지부전구역간적재력차이명현대우구역내적재력차이，중앙전이지부대구역재력적균형영향표현위현저축소료구역간적재력차이，략미개선료구역내적재력차이。최후，취완선전이지부제도제출료상관정책건의。
This paper applies the decomposition of Gini coefficient to decompose the difference of inter-provincial finan- cial ability according to the eastern, the middle, the western and the northeast regions of China, and demonstrates the equali- zation effect of the central governmental transfer payment on the regional financial ability. The result indicates that the differ- ence of inter-regional financial ability is obviously bigger than that of intra-regional financial ability before the central govern- ment transfer payment, and it also shows that the equalization effect of the central governmental transfer payment on the region- al financial ability mainly reduces the difference of inter-regional financial ability and slightly shorten the difference of intra-re- gional financial ability. Finally, this paper analyzes the demonstration results and offers some relative proposals in aspect of perfecting the transfer payment system.
