有关财政分权对公共品供给影响的研究，基于中国式财政分权的制度特征，以及不同公共品与经济增长的短期关系，得出地方政府偏好基础设施类生产性公共品的供给，而轻视教育、医疗卫生、社会保障等非生产性公共品的供给。现实中，地方政府官员行为目标的差异、地方政府扩张预算外收入的策略性行为、地方政府之间的财政支出竞争、行政管理支出的扩张、腐败等因素都影响公共品的供给。
有關財政分權對公共品供給影響的研究，基于中國式財政分權的製度特徵，以及不同公共品與經濟增長的短期關繫，得齣地方政府偏好基礎設施類生產性公共品的供給，而輕視教育、醫療衛生、社會保障等非生產性公共品的供給。現實中，地方政府官員行為目標的差異、地方政府擴張預算外收入的策略性行為、地方政府之間的財政支齣競爭、行政管理支齣的擴張、腐敗等因素都影響公共品的供給。
유관재정분권대공공품공급영향적연구，기우중국식재정분권적제도특정，이급불동공공품여경제증장적단기관계，득출지방정부편호기출설시류생산성공공품적공급，이경시교육、의료위생、사회보장등비생산성공공품적공급。현실중，지방정부관원행위목표적차이、지방정부확장예산외수입적책략성행위、지방정부지간적재정지출경쟁、행정관리지출적확장、부패등인소도영향공공품적공급。
Based on the characteristics of Chinese fiscal decentralization system and the short-term relationships between different public goods and economic growth, previous studies about the impact of fiscal decentralization on public goods supply have drawn the conclusion that local governments prefer the infrastructure productive public goods supply, ignoring the non- productive public goods supply（e, g. , education, medical treatment, and social insurance）. In reality, there are a lot of ele- ments which influence the public goods supply, such as the differences among local government officials＂ behaving goals, the strategic behaviors of local governments＇ extra-budgetary income expansion, fiscal expenditure competition among local govern- ments, the expansion of administrative expenditure and corruption, etc.
