进入21世纪,能源安全和环境问题已成为全球化的阚题。改善能源结构、发展可再生能源,已经成为我国能源建设的主要任务。潮汐能作为清洁的可再生能源,除了替代传统不可再生能源.还具有减少污染损害和瀛室气体排放的环境收益。因此.本文针对潮汐电站的环境收益。以拟建乳山口4万kW级潮汐电站为例,同时使用替代市场法和条件价值法.对比评估了该潮汐电站的环境收益价值范围。讨论了替代市场法和条件价值法在评估潮汐电站环境收益的应用可行性。由替代市场法估算的环境收益为5191.30万元/a;在条件价值法下.运用Tobit模型估算结果为l184,19万元/a,因而乳山口4万kW级潮汐电站的环境收益区间为l184.19—5191.30万元/a。该评估结枭为判断可再生能源项目投资的经济可行性提供科学依据。

Energy security and environmental problem have become the global issues in the 21st century. Improving energy structure and developing renewable energy become the main tasks of energy in China. As clean and renewable energy, tidal power can reduce environmental pollution and green house gas emission as well as act as an alternative to traditional energy. This paper assesses the environmental benefit of tidal power plant and takes the 40 MW tidal power plant planned to be built in Rushan as an example. In this paper, both Surrogate Market Approach and Contingent Valuation Method are used in the assessment. The feasibility of Surrogate Market Approach and CVM in evaluating the environmental benefit of tidal power is discussed. The environmental benefit of tidal power plant is 5.19 130 million yuan/a when using the Surrogate Market Approach, while the outcome of CVM is 1. 184 19 million ynan/a by using Tobit model,depreciation of eco-efficiency is not considered. So the environmental benefit range of tidal power is from 1. 184 19 million yuan/a to 5. 191 30 million yuan/a. This result will provide scientific evidence for feasibility analysis of renewable energy projects investment.
