远程开放教育是素质教育的内在要求，而规范教务管理流程体系、加强教学过程管理与监控、实施素质教育教务管理的经济、组织、制度、师资保障将有利于进一步整合各类教学资源，从而确保学生学习支持服务系统的正常高效运行，提升学生的创新精神和实践能力，使远程开放教育成为构建终身教育体系的有力保证。
遠程開放教育是素質教育的內在要求，而規範教務管理流程體繫、加彊教學過程管理與鑑控、實施素質教育教務管理的經濟、組織、製度、師資保障將有利于進一步整閤各類教學資源，從而確保學生學習支持服務繫統的正常高效運行，提升學生的創新精神和實踐能力，使遠程開放教育成為構建終身教育體繫的有力保證。
원정개방교육시소질교육적내재요구，이규범교무관리류정체계、가강교학과정관리여감공、실시소질교육교무관리적경제、조직、제도、사자보장장유리우진일보정합각류교학자원，종이학보학생학습지지복무계통적정상고효운행，제승학생적창신정신화실천능력，사원정개방교육성위구건종신교육체계적유력보증。
Open and distance education is the internal requirement of quality education. Standardizing the system of educational management flow system, strengthening the management and monitoring of the teaching process, implementing quality education in educational administration, guarantee of economy, organization, institution and faculty will be conducive to further integration of the various types of teaching resources, thus to ensure the regular and efficient operation of learning-support service system for students, enhance the innovation spirit and practice ability of students, and hence enable open and distance education to become strong warranty for constructing lifelong education system.
