随着第三波现代化浪潮的兴盛，现代性已逐渐成为中国社会主导性文化精神。党群关系既是现代性的产物，又正遭遇着现代性所带来的前所未有的挑战：地方政府GDP主义的硬发展观造成民生虚位；官僚主义与形式主义的存在致使民心流失；多元社会思潮对主流意识形态冲击引发民意散化。破解党群关系的现代性遭遇，亟需我们“回到党群关系”，以准确把握困扰党群关系问题的症候，重新塑造和谐的党群关系，探寻党群关系的现代性超越之路。即立足执政党自身建设，以政党转型牵动党群关系的现代化转型；大力发展民生，以人民群众满意的发展成果夯实执政党的执政资源；牢牢把握思想领导权。增强人民群众对马克思主义信仰以及社会主义意识形态的认同。
