在“强资本、弱劳动”的现实格局中,劳动关系双方的利益差别、利益分化乃至利益冲突正面,临不断扩大的趋势。从社会管理创新的视角关注当前劳资矛盾冲突的高发态势,是分析深嵌于转型时期社会结构中利益和矛盾冲突的一个重要切入点。文章指出,和谐劳动关系的构建必须坚持以人为本、服务优先的理念,树立多方参与、关口前移的理念,并需要从社会管理创新的多元主体包括政府、企业、工会等方面予以构建。

On the current situation of "strong capital and weak labor", there is a growing trend towards clash of interest, interest differentiation, even conflict of interest between the two parties of labor relations. Analyzing the interest and conflicts in the social structure at the moment of the social transformation will be an important cut-in point for exploring the growing trend of conflicts between employee and employer in the per- spective of social management innovation. The paper also points out that in order to construct harmonious labor relations, it is necessary to adhere to people-oriented, service-preference conception, as well as the conception of multilateral participation and moving forward of supervision and source control. Furtheremore, taking into consideration the multiple subjects including government, enterprises and trade unions will be conducive to building up harmonious labor relations.
