This paper briefly introduced the fundamental features of the marine tourism, such as comprehensiveness, mystery, seasonal feature, regional feature, variety, participation, etc, and the implication brought by the tourism destination. It involved the abtmdance of marine tourism resources and current situation of the coastal cities, which has already have a fledgling development in terms of marine tourism. Some of the problems, such as the fact that the development is not strong and deep enough, low level, consumers don't have enough choice in terms of the tourism product and lack of regional and unique tourism product. From the scientific outlook of forming a city-based tourism destination and the core strategy of intensifying the overall competitiveness, coordinating the sustainability and overall planning, this paper has elaborated on the significance and approach of making the marine tourism destination of China. Shenzhen is being used as an instance here. It offered some of the basic strategies, such as strengthen the propaganda, better the tourism product, using the smart program as well as some measures from the perspectives of city, industry and specialized marketing.
