本研究运用文本分析法,通过对1986年国家教委颁布的《关于加强在职中小学教师培训工作的意见》和2011年教育部颁布的《关于大力加强中小学教师培训工作的意见》进行分析,了解不同时期中小学教师培训政策的价值取向变迁。研究发现:分别处于改革开放初期和全面建设小康社会时期的两份《意见》,政策价值取向发生了明显的变化,表现为:一是从关注“社会价值”走向关注“人的价值”;二是从注重效率走向注重公平;三是从关注社会外在需求走向关注教师内在需求;四是从注重知识培训走向注重能力和素质的提升。

본연구운용문본분석법,통과대1986년국가교위반포적《관우가강재직중소학교사배훈공작적의견》화2011년교육부반포적《관우대력가강중소학교사배훈공작적의견》진행분석,료해불동시기중소학교사배훈정책적개치취향변천。연구발현:분별처우개혁개방초기화전면건설소강사회시기적량빈《의견》,정책개치취향발생료명현적변화,표현위:일시종관주“사회개치”주향관주“인적개치”;이시종주중효솔주향주중공평;삼시종관주사회외재수구주향관주교사내재수구;사시종주중지식배훈주향주중능력화소질적제승。
Based on text analysis, this study analyzed "Opinions on strengthening the work of in-service teachers' training in primary and secondary schools" promulgated by the State Education Commission in 1986 and "Opinions on vigorous strengthening the training of primary and secondary school teachers" promulgated by the Ministry of Education in 2011, to understand the changes of the value orientation of the policies on school teachers' training. The study found that: from the beginning of reform and opening up to the period of building a well-off society in an all-round way, the policy value orienta- tion of the two "opinions" has undergone significant changes, as follows: First, from a focus on "social value" to the focus on "human values"; Second, from a focus on efficiency to a focus on fair; Third, from a focus on the external demand of the society towards the internal demand of teachers; Fourth, from a focus on knowledge training to focuses on enhancement of capacity and quality.
