中国特色社会主义道路,就经济制度讲,其基本“特色”就是社会主义基本经济制度跟市场经济相“结合”,其核心本质是公有制与市场经济相“结合”。这种社会主义市场经济,是旷古未有、旷世未见的制度创新。中国在改革探索中找到了这个“结合点”和“结合”方法,即国企改革,关键是“产权明晰、责权明确、政企分开、管理科学”,把国企改革成市场经济不可或缺的“微观经济基础”。“政企分开”的要点,是把作为政治实体的国家(各级政府)跟作为经济实体的国家在体制上分开,政府只供给公共产品和公共服务,不从事经营性国企的经营;要重塑“国资委”,负责统辖经营性国企,同时成立国家资源委员会,二者受“人大”委托作为国有经营性资产和资源的体制载体,实现公有制跟市场经济的“结合”。

In terms of economic system, the path of socialism with Chinese characteristics means China's basic socialist economic system is combined with a market economy. Its main characteristic could be defined as the combination of public ownership with market economy. Such a socialistic market economy has never been seen before, or in the world now. In the process of exploration, China has discovered the point of integration and the way to integrate public ownership and a market economy, namely, by reforming state - owned enterprises on the basis of "clear established ownership, well defined power and responsibility, separation of enterprises from ad- ministration, and scientific management," in order to turn SOEs into the micro - economic foundation indispen- sable to the market economy. The essential content of "separation of enterprise from administration" is to sepa- rate the state as a political entity (governments at all levels) from the state as a public economic entity within the socialist system. The functions of government at all levels are only limited to providing public goods and public services ; they are never allowed to engage in any operation of or profit from SOEs. The State Assets Ad- ministration Commission must be re - shaped, and National Resources Administration Commission must be built - up. Both are entrusted by people congresses ( at all levels) to assume the institutional responsibilities of the owner of state assets and national resources, so as to achieve the combination of public system with market e-conomy.
