征信是为金融信贷提供信息中介服务的朝阳行业。文章梳理了国际征信行业发展模式，比较了各国征信发展模式及其优缺点，指出中国征信行业发展既要审慎，以保护金融数据安全为出发点，同时也需要加强制度建设，为市场化征信机构发展创造良好的外部条件。文章认为，从我国经济和社会发展实际出发，我国征信短期最优发展模式必须以公营为主；长期中，企业征信以市场化发展模式为主，个人征信以公营和私营等多种模式并存为主。

Credit reference is a sunrise industry that provides credit information for creditors. This paper reviews the development mode outside China, compares different path choices and development of the industry in the world, and points out that for the purpose of financial data safety, it would be very prudent for China to develop credit reference. At the same time, it is crucial for China to strengthen institution building so as to improve the atmosphere for the development of the industry. Finally, the paper concludes that at present the best regime for China to develop credit reference should be public credit registry; in the long run it should move toward a mar- ket - oriented regime, and the regime of credit reference for enterprises should be credit bureaus whereas the re- gime credit reference for individuals should be the coexistence of a public credit registry with credit bureaus.
