发展战略性新兴产业是破解资源环境压力、提高可持续发展能力的有效举措。现阶段,我国战略性新兴产业重复建设等同构现象较为严重。消除战略性新兴产业同构隐患,应从政府规制入手,坚持动态系统规制原则,建立健全信息技术服务,适度限制模仿企业进入,合理促进替代组织进入,科学制定退出机制,努力提升我国战略性新兴产业的竞争力,改变低端锁定的现状,推动战略性新兴产业的健康有序发展。

Developing the strategic emerging industry is one of the best ways to crack the pressure of environment and resources and improve the ability for sustainable development.The phenomenon of repetitive construction in emerging industry is serious.To eliminate this hidden danger need the government to insist dynamic system districting measures,to establish and improve services of information and technology,to moderately restrict mimetic enterprises to enter,to reasonably help the alternative organizations to join in and to formulate the scientific exit mechanism in order to enhance the competitiveness of China’s emerging industries,to change the status of locking in the low-technology and to push forward the development of strategic emerging industries more healthy and orderly.
