阳宗海及龙江污染事件折射出我国环境保护政府失灵的严峻现实。环境保护政府失灵的背后是政府生态义务不能忠实履行。传统的国民经济核算制度和环境民主的立法缺陷是造成政府生态义务不履行的重要原因。绿色GDP制度是政府履行生态义务的重要基础和前提，完善的环境民主制度可以为政府履行生态义务提供重要的保障，《环境保护法》的修改可以为政府履行生态义务提供必要的法律支撑。

On the other hand, also because the current environmental law has many shortcomings. Green GDP system is important foundation and premise of faithful performance of government＇ s eco- logical duty. Good environmental democratic system is also important. The modification of Law on Environmental Protection can provide the necessary legal baeking too.
