推动农村居民点整理是优化城乡土地资源布局和提高土地利用效率的重要途径。在城市化进程中，针对北京市不同区位农村居民点的特征，提出土地一级开发、城乡一体化综合开发和乡村整治3种整理模式，设计了“整理基金”和“指标交易”2种政策驱动机制推动农村居民点的整理。进而，从规划引导，指标交易，专项基金和配套政策4个方面提出了推动农村居民点整理的政策建议。

It is key issue to reorganize the rural residential in order to promote land utilization efficiency and optimize the land resource distribution. In view of different location of rural residential area in Beijing, we have proposed three kinds of reorganizing patterns, first-level land development model, comprehensive development mod- els and the village renovation model, and then , two driving mechanisms of policies have been designed to impel the action, the quota transaction between urban land and rural residential land and the special reorganization fund. Finally, we have given some special suggestions to promote the reorganization from the planning, quota transaction, special fund and special measures.
