从纵向来看,智慧城市发展模式具有地域属性,智慧城市发展模式分为国家、区域和市域3个层次。从横向来看,智慧城市发展模式是由一定的城市主体,在一定的资源条件下,基于特定的驱动因素所形成的智慧城市发展理念、发展目标、发展路径、制度规范、评价体系等方面整体性的认识和规律性的把握。其逻辑思路是谁来建设、怎样建设、靠什么建设、建设的驱动力是什么、如何保障建设、建设成什么样的智慧城市。因而,智慧城市发展模式的逻辑架构应该包括下列5个要素：主体要素、资源要素、驱动要素、路径要素、规范要素、目标要素。基于具体的主体要素、资源要素、驱动要素,必定产生不同的发展路径、规范制度和发展目标,所以智慧城市发展模式也会呈现复杂化特征。

The logic of development mod- el of smart city follows-- who will construct the city, which resource will rely on, what is the driving force, how to build it, how to protect it and the vision of city.
