新中国成立初期（1949-1952），武汉市高度重视城市民生问题。武汉市委和市政府从巩固新生人民政权的高度认识到城市民生问题的重要性；从社会制度与社会转型层面分析城市民生问题产生的主要原因l采取了解决城市民生问题的具体举措。尽管由于主观认识、客观条件等方面的制约，武汉市委和市政府在新中国成立初期对城市民生问题的思考与实践不可避免地带有局限性，但其成功之处仍为我们当前解决日益突兀的城市民生问题提供了借鉴。

During the early years of the People＇s Republic of China （1949--1952）, the Communist Party of China＇s committees and governments at all levels in Wuhan attached great importance to the urban residents＇ livelihood problem. They emphasized its significance from the perspective of consolidating the newborn political power. They analyzed the main causes including social system and the transform of society, and put forward the specific actions. Resulted from many factors such as the subjective knowledge and objective condition, the previous practice in Wuhan was not perfect, but it enlightens us to solve the current livelihood problem of urban residents.
