促进高技术产业集聚良性发展,必须关注集聚效果,从投入产出两方面构建集聚度指标研究产业空间分布,结果显示中国高技术产业空间分布呈现＂两极化＂特征,东部沿海高技术产业处于高度集聚状态。全国高技术产业全要素生产率提高显著,其中技术效率改进作用大,而技术进步作用较小。结合两方面,检验东部高技术产业集聚度提高与生产率改进的关系,发现东部高技术产业集聚度提高与产业生产率改进存在长期均衡,但短期内集聚度提高对生产率改进作用不显著,显示集聚过度迹象。典型地区研究表明,当前发展模式下,广东和江苏高技术产业短期内出现集聚非经济迹象,上海为集聚适度。

Promoting healthy development of high-tech industrial agglomeration,must verify its effectiveness.From the input and output aspects,the article constructs HTCI（high technology industry cluster index）for describing its agglomeration,the result shows the spatial distribution high-tech industry appears the polarization characteristics,the eastern coastal high-tech industry is in high agglomeration state.TFPCH（total factor productivity change）of high-tech industrial increased significantly,in which TE（technological efficiency change）play a major role,and TC＇s（technological change＇s）effect is small.Researching the relationship between the agglomeration and TFPCH of the eastern coastal high-tech industry,there is long-run equilibrium between the agglomeration change and the TFPCH,but the short-term equilibrium has been damaged,showing excessive agglomeration.Typical provinces study reveals：in the current development mode,Guangdong,Jiangsu＇s high-tech industrial have shown agglomeration non-economic signs in the short-term,while Shanghai is moderate.
