针对现有评价实施框架内评价指标体系的不完善,在充分借鉴前人研究成果的基础上,综合考虑人员、设备、环境等主控因素,构建了调车作业安全评价指标体系.然后借鉴集对分析理论,提出基于联系数的定量与定性评价方法,该方法通过计算评价对象的综合联系数,利用特征值公式计算综合评价特征值作为定量评判等级的依据,再利用集对势对系统态势作出定性分析.最后将构建的指标体系及选用的评价方法应用于车站实例中,结果表明:所构建的指标体系能较好的刻画车站调车作业安全状况,完善了调车作业安全评价工作;选用的评价方法能从定量和定性层面综合判定系统的安全状态,具有更普遍的意义,为安全评价理论提供了一种新的研究方法与思路.

Defining level of shunting safety is critical to railway safety management. In view of the imperfection on index system in procedures of shunting safety evaluation, on the basis of using for references of previous research results and considering factors of personnel, equipment and environment, evaluation index system of shunting safety was established. Then quantitative and qualitative evaluation method based on connection number was put forward by means of set pair analysis theory, this method calculated com- prehensive connection number, then quantitatively evaluated safety level by eigenvalue and qualitatively analyzes situation by set pair potential. Finally, index system and this method was applied to railway station, results show, safety of shunting can be characterized preferably by the constructed index system, shunting safety evaluation is consummated, the method is available for evaluating safety level quantitatively and qualitatively, and have a widespread meaning more so as to provide a new research method and idea for safety evaluation theory.
