国有企业对于技术创新与技术进步的作用并未得到一致认同。国有企业的公共所有权特征，使其在技术创新过程中既有特殊功能，同时也存在多方面的局限性。在实践中，国有企业对于技术创新存在着妨碍与促进的正反两方面表现。国有企业作为市场经济中代表公共利益的一类特殊企业，在整个国家创新体系中可以发挥特定功能作用，并可成为有效促进技术创新的功能主体之一。但是，国有企业的技术创新能力与效率不能被过分夸大，国有企业技术创新功能的发挥需要区分产业领域、环节与产业发展阶段，通过国有企业技术创新的“外溢效应”，以更好地促进国家区域的技术创新与进步。

There is no consensus about SOE＇s contribution to innovation and technology progress. Owing to the public ownership, SOE has specific function in the process of technology innovation, although it has some limitations. In practice, SOE＇s innovation function has pros and cons of phenomena. As a kind of special enterprise which represents public interest in market economy, SOE can play a specific role in the national innovation system and act as a functional innovator effectively. But the SOE＇s innovation ability and efficiency should not be overstated. SOE＇s function in innovation should be limited in selective industry fields, industry segments and stages. S0E could be a kind of government policy to drive regional technology progress and innovation by its technology spillover effect.
