城乡义务教育教师队伍不仅在数量上存在结构不合理,而且在质量上存在年龄结构、学历结构、职称结构、学科结构等方面失衡现象。导致城乡义务教育教师队伍结构性失衡现象的出现,除了城乡教育二元结构、农村教育基础低条件差等原因外,主要是教师资源配置制度不合理、城乡教师流动机制不健全、农村义务教育教师培训工作不到位等造成的。为促进城乡义务教育教师资源配置的均衡和教师队伍整体素质的全面提高,必须采取如下措施:调整城乡教师配置标准,根据城乡学校的客观实际合理配置教师;完善城乡教师交流机制,推进城乡义务教育教师的合理流动与共享;落实农村教师培训政策,促进农村义务教育教师的专业发展。
城鄉義務教育教師隊伍不僅在數量上存在結構不閤理,而且在質量上存在年齡結構、學歷結構、職稱結構、學科結構等方麵失衡現象。導緻城鄉義務教育教師隊伍結構性失衡現象的齣現,除瞭城鄉教育二元結構、農村教育基礎低條件差等原因外,主要是教師資源配置製度不閤理、城鄉教師流動機製不健全、農村義務教育教師培訓工作不到位等造成的。為促進城鄉義務教育教師資源配置的均衡和教師隊伍整體素質的全麵提高,必鬚採取如下措施:調整城鄉教師配置標準,根據城鄉學校的客觀實際閤理配置教師;完善城鄉教師交流機製,推進城鄉義務教育教師的閤理流動與共享;落實農村教師培訓政策,促進農村義務教育教師的專業髮展。
성향의무교육교사대오불부재수량상존재결구불합리,이차재질량상존재년령결구、학력결구、직칭결구、학과결구등방면실형현상。도치성향의무교육교사대오결구성실형현상적출현,제료성향교육이원결구、농촌교육기출저조건차등원인외,주요시교사자원배치제도불합리、성향교사류동궤제불건전、농촌의무교육교사배훈공작불도위등조성적。위촉진성향의무교육교사자원배치적균형화교사대오정체소질적전면제고,필수채취여하조시:조정성향교사배치표준,근거성향학교적객관실제합리배치교사;완선성향교사교류궤제,추진성향의무교육교사적합리류동여공향;락실농촌교사배훈정책,촉진농촌의무교육교사적전업발전。
Based on the statistical data of teachers of Guangxi compulsory education and investigation among primary and secondary school teachers for urban and rural compulsory education of some cities and counties in Guangxi, it is found that urban and rural compulsory education teachers are unbalanced not only in number, but also in distribution of age, qualification, professional title and discipline. The reasons for this phenomenon are dual structure education, poor education background and hard condition in countryside, but the main reasons is the imperfect system of irrational allocation of teachers' resources, rural compulsory education teacher training and urban and rural teachers flow mechanism. In order to balance teaching resources distribution in urban and rural compulsory education and improve the teachers' quality there in all respects, the following measures should be taken: allocating teachers according to the reality in urban and rural schools ; making better use of the flow and share regulations of rural and urban teachers by improving their communication mechanism ; enhancing teachers' professional skills in urban and rural compulsory education by putting the teachers' training policy into practice.
