为验证大规模经济刺激计划中交通投资的实施效果和决策合理性，应用数据包络分析模型和相关软件，计算被投资对象交通系统在大规模基础设施建设前后一段时间的规模效率、技术效率和综合效率的变化情况。通过分析交通运输效率的变化，判定交通运输的运行情况，从而评价经济刺激计划中交通基础设施投资的决策合理性，以及未来决策的方向和力度。
