This article first introduced the China plan family social security question profound policy background. This paper has analyzed at present the social security measure, the effect and the existence question which implements in view of the plan family risk, and proposed the only child family risk the realistic way, including the fully use countryside related policy, realizes these policies in plan family aspect extending with the expansion, etc. , the paper also advised that we need extend the plan family society rescue the project, establishes the plan family public welfare fund on the central committee and the provincial level population, and establishes the concern mechanism and the comprehensive measure.
