体制内金融漏损现象在中国经济转轨过程中普遍存在，其引致的风险逐步累积，一旦形成系统性风险势必阻滞中国经济金融改革与发展的步伐。国有企业、地方政府等体制内部门对正规金融资源的垄断和低效利用是金融漏损的表层原因。深层原因则是市场失灵与政府失灵的交织与共振。立足于中国体制内金融漏损的客观现状与事实，文章认为必须修正制度安排，立足市场化原则，深化银行业体制改革。严格界定、控制政府行为，加强民主与法制建设，以逐步消除体制内金融漏损风险，促进经济金融的健康发展。

Institutional financial leakage phenomenon is widespread in China＇s economic transition process, its risks caused by the gradlml accumulation of once formed the systemic risk will inevitably block the pace of financial reform and development of China＇s economy. State- owned enterprises and local govemment sector in system monopohes and inefficient use of formal financial resources is financial leakage surface reason. Deep causes are intertwined with the resonance of the market failure and government failure. Risk of govern- ment failure is more serious than market failure. Based on the objective facts of institutional fmancial leakage in Chinese system, the article considers the institutional arrangements must be corrected, valued market principles, to deepen the structural reform of the banking sector, the strict definition of control government action to strengthen the democratic and legal construction. All these can gradually eliminate the financial leakage risk within the system, and promote the healthy development of the economy and finance.
