通过分析发现,"985"高校本科教学质量报告存在着篇幅长短不一、格式各具特色、内容大同小异的特点。在指导思想上有自我表扬和回避问题倾向;对本科教学质量报告本身研究不够、不深、不够客观;对质量的分析不够全面;对问题的分析有"轻描淡写"、"避重就轻"的倾向;涉及未来工作计划目标的较少,且用语模糊无法检测;个别没有按规定完全公开等问题。基于此,提出完善高等学校质量年度报告发布制度的对策与建议:教育部应该对"建立高等学校质量年度报告发表制度"做出更加科学、明确、具体的规定;高等学校自身应努力提高本科教学质量和质量管理水平,加强对本科教学质量报告的学习和研究;鼓励并支持社会各界和公众参与支持和监督高校的教学工作。

An analysis of the undergraduate teaching quality reports of "985" universities shows that the reports are different in length and format but quite similar in content.In principle,the reports have a tendency of self-praise and usually avoid mentioning problems,thus lacking objectivity.The teaching quality has not been analyzed completely and the problems are usually played down,with the important avoided and the trivial dwelled on.Only a few reports have mentioned future plans and objectives and even if they have,the language used is so unclear and imprecise that it is difficult for them to be evaluated.And some have not fully revealed the whole picture of the teaching quality as required.In view of the above problems,the present article suggests that in order to improve the system of annual report of teaching quality,the Ministry of Education should make more scientific,definite and specific requirements for the establishment of an issuing system for the annual report of teaching quality,colleges and universities should make efforts to improve their teaching quality and quality management and study their reports carefully,and that all walks of life should be encouraged to participate in,support and supervise undergraduate teaching.
