湘南地区三市（衡阳、永州、郴州）拥有相似的区位条件、相近的产业基础以及处于大体相同的发展阶段，在承接产业转移的过程当中存在合作竞争关系。地方政府应建立分工合作协调机制，从而可以走出（竞争，竞争）的“囚徒困境”，实现整体利益的帕累托改进。在政策方面，应健全政府间协调机制，搭建区域共享的产业承接平台；增强地区优势产业配套能力，集群式承接产业转移；促进产业链分工协作，大力发展生产性服务业；完善承接产业转移的标准体系，加强生态环境保护合作；优化企业经营环境，提高政府服务效率。

There exist cooperative and competitive relationships among the three southern Hanan cities （Hengyang, Yongzhou, Chenzhou） in the process of undertaking industrial transfer, due to their similar geographic conditions, industrial base and the same stage of development. If the local governments establish a cooperation coordination mechanism, both sides may get out the ＂prisoner＇ s dilemma＂ of （competition, competition） , so as to realize a Pareto improvement of the re- gion＇ s overall interests. The local governments should sound the intergovemmental coordination mechanisms to build re- gional shared platform for undertaking industrial transfer; enhance supporting capacity for regional competitive indus- tries; vigorously develop the productive service industry; strengthen environmental protection cooperation; optimize the business environment, and improve the efficiency of government services.
