政府投资项目监管体系是一个具有多影响因素的复杂系统,其复杂性决定了监管实施的难度。为了实现监管系统内部高效、协同运作,从系统整体角度出发,运用集成的思想创新性地提出了集成监管的概念,以监管权力分散化,监管调度集成化为原则,构建了集成监管模式,并对集成监管模式的构建原则、实现步骤、运行流程、关键技术进行了研究,形成了完整的集成监管方法体系。

The supervision system of government investment project is a huge and complex system. Its complexity led to the difficulty of supervising implementation. In order to build up an efficient and col- laborative government investment supervision system, this article innovatively puts forward the Inte- grated Supervision Theory and analyses the Integrated Supervision mode concept is based on the prin- ciple of power decentralization and supervising integration. The supervision mode principles, method implementation,flow designation and the key technologies are discussed. The integrated supervision mode provides a new perspective of supervision.
