均衡发展义务教育是对新中国成立以来，特别是改革开放以来义务教育普及化、均衡化发展实践的总结与提升。均衡发展义务教育不仅是价值引领式发展和学校优质特色化发展，也是学生全面个性化发展。均衡发展义务教育蕴含着丰富的实践价值：关注县域推进同时，更加突出省级统筹；在采取保护型、补偿型政策举措的基础上，更加突出发展型举措；兼顾义务教育发展外延式评价，更加注重内涵式评价；持续促进义务教育内部均衡，更加注重调适义务教育发展的外部环境。

The balanced development of compulsory education is a summary and promotion of the generalization and balanced development of compulsory education since the founding of New China, especially the reform and opening-up in China. The balanced development of compulsory education is not only the value-guided development, but also the schools＂ quality-featured development and students＂ comprehensive-personalized development. The balanced development of compulsory education implies the rich practical value： focusing more on the provincial arrangement and also paying attention to the promotion of counties; strengthening more on developmental measures on the basis of protective measures and compensative measures; putting more emphasis on connotative evaluation and giving consideration to denotative evaluation ; considering more on the adjustment to the external environment of the development of compulsory education and at the same time promoting internal balanced compulsory education continually.
