文章从教育信息化的机遇与挑战、教学环境变革与教学模式创新、教育资源开发与在线学习文化三个方面，对第四届全国数字校园建设与创新发展高峰论坛进行了综述，并解读了会议特点及实践趋势，最后围绕教学环境和教学设计两个核心议题进行了思考和分析。
文章從教育信息化的機遇與挑戰、教學環境變革與教學模式創新、教育資源開髮與在線學習文化三箇方麵，對第四屆全國數字校園建設與創新髮展高峰論罈進行瞭綜述，併解讀瞭會議特點及實踐趨勢，最後圍繞教學環境和教學設計兩箇覈心議題進行瞭思攷和分析。

In this paper, we outlined the fourth forum of digital campus development construction and innovation, including the educational opportunities and challenges of information technology, teaching environment change and teaching innovation, resource development and online learning culture. At the same time, we analyzed the characteristics and trend of the meeting. In the end, we turned over to think the instructional environment and instructional design in detail.
