西部地区是国家重要的生态安全屏障。面对西部地区日益突出的生态环境与经济发展之间的矛盾，以科学发展观为指导，构建完善的绿色发展制度是西部地区实现绿色发展的内在要求。为此，要从国家层面和省级层面，多角度构建西部地区绿色发展制度及相应实施机制，包括树立有民族特色的绿色发展价值信念、建立有自身特色的“绿色GDP”考核制度、在制度框架下建立严厉的环境危害惩处机制、建立行之有效的多层次的生态补偿机制以及健全国土资源开发保护机制。

The western area of China is the crucial national ecological security shelter. With the increasing- ly prominent contradiction between ecological environment protection and economic growth, it is essential and demanding to build a thorough institution and achieve the goal of green development in the western area under the Principal of Scientific Development. It is needed to establish a multi -perspective green development and implementation mechanisms in the western area from both national and provincial levels, including setting up the ethical value system on green development, constructing a unique ＂Green GDP＂ evaluation system, building se- vere punishment mechanisms for environmental hazards under the regulative framework, establishing effective ecological compensation mechanisms on various levels, and perfecting the protective and developmental mecha- nisms on national land resources.
