随着我国经济社会的高速发展，城市正在不断强化其经济人口中心的关键地位。成为国家参与全球竞合活动的墨耍载体。由此，基于全空间尺度的城市发展潜力评价具有重耍意义。以往对于城市潜力的研究主要集中在社会经济领域，鲜有结合资源环境方面的内容。事实上。只有通过城市潜力和资源环境条件的结合研究。才能根据资源环境本底判断城市发育情况和发展趋势，从而服务于统筹城市发展与资源环境保护。本文在构建全空间的城市潜力模型与综合资源环境指数指标的基础上，分别测算出全国城市潜力以及资源环境指数，并研究两者之间的关系。研究发现，全国城市潜力由东至西呈降低态势；资源环境指数分布与我国的三大阶梯地形布局极为相似；资源环境条件是城市发展的必要条件，尤其当城市发育度较低时，城市发展对于资源环境条件依赖较大。而当城市发育到一定程度，资源环境与城市潜力呈现较弱相关性。最后，根据城市潜力、资源环境条件及两者之阀的关系，本文划分出中国四大区域发展类型，并为各区域做出了分类发展指导。

With the rapid development of China＇ s economy and society, city continuesly strengthens its key role of economy and population center and becomes an important cartier of the country to participate in global competition activities. Thus, the full evaluation of urban development potential is significant. In the past, the research of urban potential focused on socio-economic areas, rarely combined with resources and environment. In fact, only through the combination research of the urban potential and the resources and environment conditions, we can determine the urban development situation and its trend more accurately, for both the interest of urban development and the protection of resources and the environment. In this paper, on the basis of building urban potential model of the whole space and the comprehensive natural environment and resource indicator system, we get the results of urban potential and natural environment and resource index （NERI） , and then the relationship between them is studied in detail. The results demonstrate that national urban potential value reduces from east China to west China ; the distribution of the NERI is very similar to the topographic layout of the three stairs of China; the resources and environment conditions are necessary for the urban development, especially the areas with weak urban strength that strongly depend on resources and environment. When city develops to a certain degree it shows a weak correlation. Finally, based on urban potential, NERI and the relationships between them, we divide China into five zones accordingly, and further make the development guide for each zone.
