In the process af leading the Chinese revolution, construction and reform, the CPC＇ s understanding and implementing democratic centralism have experienced a complicated and tortuous course. At first, democratic centralism was put forward as the organizational principle of the CPC and later served as the leading system, the work system and the guiding principles for inner-Party political life. It became leadership methods and working methods when it is used in inner-PaI~ political life as the Party＇ s mass line. Such a system is applied to pohtical power and national institutions after the party has governed the country. Subsequently, the CPC formed a series of theories and system results that can guide effectively the Party＇s building. Clarifying the history of the CPC＇s understanding and implementing democratic centralism is of great value and significance for strengthening the Party＇ s building and consolidating the Party＇ s leadership.
