政策性寻租是对寻租理论的发展和延伸，是政府行为外部性的表现。本文从对寻租理论的探讨出发，研究政策性寻租的内涵与特征，对山西煤炭安全政策造成的政策性寻租问题进行分析。研究发现，山西煤炭安全政策的政策性寻租包含政策俘获的过程寻租、附加寻租等多层次寻租活动，呈现出明显的政策性寻租阶段特征。同时，政策性寻租造成社会效率损失和公平缺失、政策目标偏离和政策手段扭曲、公共权力异化和个人腐败几率提高等问题。在此基础上，提出界定产权、政策过程规制和信息公开等对策建议。

Policy rent--seeking is a development and extension of rent--seeking theory, and a reflection of government behavior＇ s externality. Based on the discussion of rent--seeking theory, this paper studies the contents and characteristics of policy rent--seeking, and analyzes the policy rent--seeking problem existed in Shanxi coal security policy. It finds that the policy rent--seeking of Shanxi coal security policy includes multi--level rent--seeking activities at different stages of policy process, such as policy--making captured by interest groups, additional rent and so on. The policy rent--seeking will result in the social inefficiency and unfairness, the malfunction of policy instruments, the alienation of public power and the increasing number of personal corruption. In order to solve this problem, the paper has put forward three suggestions, including defining the property rights, strengthening the regulation of policy process and open the government information.
