经济失衡的本质是投资储蓄的失衡。社会保障制度的缺失将导致内需不足、投资不足和要素价格压制等一系列问题，从而使政府“被动主导”大规模投资以拉动经济增长，形成“经济拉动型＋出口导向型”的畸形经济结构。实证结果表明社会保障水平与投资储蓄率之差显著正相关——社保制度的缺失将导致我国所面临的“投资不足型”失衡问题；当保障超出适度水平之后，将出现一些发达国家所面临的“储蓄不足型”失衡问题。

Internal and external imbalances are two sides of the problem of invest - saving imbalanc, e, and social security system is one of the fundamental factors responsible for that. Lacking of social security will lead to a series of problems, such as lagging domestic demand, insufficient private investment and suppressed factors price, etc. Thus, the government has to stimulate public investment and the development of export - oriented economy. The empirical study results confirmed that the social security level and invest - saving gap are positively correlated.
