人才是第一资源,是科技创新的第一要素,引进和培养创新型科技人才是建设创新型国家的一项重要工作。鉴于知识二元性特征及其转化机制,科技人才政策应以提高人才的综合能力为导向,以引进促进培养为策略,以实现积累人力资本和提高产业创新能力为战略目标。根据知识二元性特征和产业技术水平两个指标,将创新型科技人才分为4类,并构建基于知识转化的科技人才转型模型,而后提出系统的人才政策导向以及相应的对策建议。
人纔是第一資源,是科技創新的第一要素,引進和培養創新型科技人纔是建設創新型國傢的一項重要工作。鑒于知識二元性特徵及其轉化機製,科技人纔政策應以提高人纔的綜閤能力為導嚮,以引進促進培養為策略,以實現積纍人力資本和提高產業創新能力為戰略目標。根據知識二元性特徵和產業技術水平兩箇指標,將創新型科技人纔分為4類,併構建基于知識轉化的科技人纔轉型模型,而後提齣繫統的人纔政策導嚮以及相應的對策建議。

The talent is the primary resource and essential to scientific and technological innovation. Introduction and culti- vation of innovative talents are an important task to build an innovative nation. In view of the duality of knowledge, implic- it and explicit, the talent policy should he oriented by talent comprehensive capacity. And the strategic goals of the policy are human capital accumulation and innovative ability enhancement through introduction promotes cultivation. Structural- ly, this paper fist divided scientific and technological talents into four categories by the duality of knowledge and the tech- nological level where the industry they are engaged in. Then the talent policy model on SECI knowledge translation is in- troduced, lastly, some directions, measures and recommendations are proposed.
