通过分析我国实施家庭联产承包责任制以来农村土地流转主要方式和面临的现实问题,进而阐述集体土地确权对农村土地流转和农业发展的影响。结合A县土地信托流转的案例,从政府作为、信托基础和市场运作方面探讨了集体土地确权对农村土地流转的积极效应,并给出完善土地流转制度的政策建议。

By the analysis of the main forms and practical problems confronting rural land circulation since the implementation of household contract responsibility system,this article elaborates the influence of collective land vertification on the development of the rural land circulation and agriculture.Through examining the situation of land trust transfer in A County,the article discusses the positive effect of collective land right verification on rural land circulation before giving some policy suggestions to perfect the land circulation system.
