技术产业在上海的转型升级中正发挥着举足轻重的作用。文章从上海高技术产业创新能力入手，建立评价指标体系，运用熵值法、层次分析法及变异系数对上海2003-2011年的创新能力进行纵向对比分析，同时对2011年上海及其他沿海省市的创新能力进行横向比较分析。分析结果表明，2003-2011年上海高技术产业创新水平呈现“U”字形变化的趋势，但创新产出能力并不高；在沿海省市中尚不具备明显的创新优势，创新能力低于广东、北京等发达省市。

The high-tech industries play an important role in this transformation period. This paper attempts to start from the level of innovation of high-tech industries in Shanghai to explore the problem exists in the high-tech industries of Shanghai. Based on the review of the content and methods of the level analysis of innovation in the high-tech industry, this paper estab- lishes the high-tech innovation evaluation system, and uses entropy value method to calculate the weight of each index, in the end a comparative analysis of the level of innovation of Shanghai during the year of 2003 to 2011 is conducted. Meanwhile, the method of the eoeffieient of variation is used to compare the innovation capacity of Shanghai and other coastal indicators. The evolution indicates that the increase trend of Shanghai＇ s high-teeh innovation is not obvious and the innovation output capacity is not high and does not have the obvious advantage of the innovation in the coastal provinces and cities.
