研究伊春城市全要素生产率的变化,从全要素生产率提高的角度探讨伊春城市经济转型问题。以劳动力年增长率和资本年增长率为投入项、GDP增长率为输出项,运用DEA和Malmquist指数模型,分析2001～2010年全国192个城市的全要素生产率,发现伊春城市全要素生产率的年平均变化率总体上也低于全国平均水平,而且呈持续下降趋势。其主要原因是政企合一体制、R＆D的投入偏低以及人力资源薄弱等导致。研究认为,伊春市应该通过改革政企合一的体制、加大对R＆D和教育的投入,促进全要素生产率的不断提高,摆脱对物质资本和其他资源对经济增长的约束,建立现代经济增长模式,从而实现城市的成功转型。

It studies on the change of total factor productivity of Yichun City, to discuss Yichun city economic transition problem from improving the total factor productivity. Taking the annual growth rate of labor and capital as inputs, GDP growth rate as output, using DEA and Malmquist index model, it analyzes the total factor produc- tivity of 192 cities in China from 2001 to 2010, find that the average annual change rate of total factor productivity in Yichun city is lower than the national average, and showing a continuous downward trend .The main reasons are syncretism of Government and enterprise, low investment in R＆D, fragile human resources and others. So, it suggests that it should reform the syncretism of Government and enterprise system, increase the R＆D and educa- tion investment, to promote the Total factor productivity rising ceaselessly, and get rid the constraints of the mate- rial capital and other resources to economic growth, establish a sustainable growth mode of modem economic , so as to achieve the City economy transformation successfi.
