改革开放初期，长垣县恶劣的生存环境迫使大量当地人外出打工。在打工中，他们不仅提高了技艺，还学习和掌握了产品运作的过程和商机。在当地政府“回归工程”的大力感召下，完成初始资本积累的民工回乡创业，由此启动了长垣工业迅速发展的进程，创造了“长垣模式”。分析长垣的发展进程和剖析“长垣模式”，不仅可以借鉴历史经验，保持长垣的持续发展，还可以为不发达地区发展经济提供可借鉴的经验。“长垣模式”和“苏南模式”、“新温州模式”证明，地方政府是决定当地经济发展的关键主体。

The beginning of reform and opening up, the harsh environment of Changyuan County forced a large number of local people to go out to work. In the work, they not only improve the skills, but also learn and master the business operation of the process and product. In the local government ＂regression＂ project vigorously appeal, completed the initial capital accumulation of migrant workers retuming home for business, which launched the Changyuan rapid industrial de- velopment process, and created ＂ Changyuan mode＂. Analysis of the development process of Changyuan and the ＂Changyuan model＂, not only can draw lessons from historical experience, keeping sustainable development of Changyuan, but also can provide reference for the economic development of underdeveloped areas. ＂ Changyuan mode＂,＂ South of Jiangsu model＂ and ＂ Wenzhou model＂ prove that the local government is the key main body of local economic devel- opment.
