与农村城市化相伴随出现了流动人口学龄子女接受教育的问题。通过对华东某市的实地调研发现,当地大多设置在城区和县城的民办学校,具有收费低、规模大的特点,满足了大量农村流动人口子女接受教育的需求。该市民办教育15年的发展历史可以被划分为两个阶段:第一个阶段从上世纪90年代中后期开始至2006年,一批民办学校分别在乡镇、县城、市区建立起来,同时一些公立学校实现了向民办学校的转制,形成了公办学校与民办学校并存的格局。第二个阶段从2006年到现在。随着公共教育经费的增加,公立学校的办学条件得到了明显的改善,再加上学龄儿童的减少,对于民办学校的办学产生了一定的冲击,而民办教育制度的灵活性及其效率优势是其可以继续存在和发展的原因。

Schooling for immigrant kids has become a social issue during dramatic urbanization. It was found that private education has emerged and played an important role in the urbanization of an underdeveloped area in east China. The 15-year history of private education in the area can be divided into two periods. The first period started from late 1990s and ended in 2006. To solve the problem of insufficient public finance, some private schools were established in towns and the city. In the meantime, a few public schools were transformed into private or hybrid ownership. The second period started from 2006 and extended to now. The increased public finance has been put mainly on public sector. Combined with dramatic decrease of schooling population, private schools are challenged. However, the survival of private schools is due to their institutional flexibility and efficiency.
