2013年，异地高考进入政策实施和执行阶段，进城务工人员随迁子女受教育权的保障水平进一步提高。然而，各地异地高考的标准不同，高等教育资源的开放程度也有差别。异地高考标准的统一性问题、各地考生资格认定规则的细化问题、相关团体的利益保障问题都将使异地高考方案面临考验。为此，必须简化和规范异地高考的门槛，尝试按照考生数量分配录取名额，同时还要尽快建立随迁子女非义务教育阶段的经费保障制度。
