本研究以应急机制中的预警、监控机制为出发点，探讨基于风险控制前提下的应对机制的建设。设计可用于处置食品安全事故的应对机制，使食品安全事件发生处于全程监控之中，将危机发生频率降到最低。

본연구이응급궤제중적예경、감공궤제위출발점，탐토기우풍험공제전제하적응대궤제적건설。설계가용우처치식품안전사고적응대궤제，사식품안전사건발생처우전정감공지중，장위궤발생빈솔강도최저。
The emergency mechanism is launched from monitoring mechanism to discuss set up the coping mechanisms according to risk control theory. To design the coping mechanisms can be used for disposal of food safety accidents and ensure the food safety events is under monitoring during the entire process and lower the frequency of crises to a minimum.
