协同创新深度融合经济社会发展需求,是国家面向科技前沿和社会发展前沿的重大战略部署。构建高效有序的协同创新机制,促进各创新主体从分割、碎片化状态向积聚、深度融合的方向转变,是摆在高校面前的重任。本文系统地构建了一个三层面的协同创新运行机制,以激励机制创新和资源整合方式创新为枢纽点,合力驱动协同创新主体跨域、跨界整合“政产学研用”等多方资源,通过项目对接与耦合,培养、催生拔尖创新人才和创新团队,营造创新氛围和自由学术环境,带动高校教育质量整体提升,使得高校逐步成为引领和主导科学研究与合作的前沿阵地。

Collaborative innovation is an important national strategic deployment geared to the needs of economic and social development and to the new frontier of science and technology. It is imperative for universities to promote the transition of innovation actors from isolation and fragmentation to accumulation and in-depth integration, in a bid to establish an effective cooperative mechanism for innovation. This paper systematically establishes a three-leveled cooperative innovation mechanism, whose pivotal point is the innovation of incentive mechanism and resource integration mode. This mechanism could assist collaborative innovation subjects integrate resources from government, enterprises, colleges, institutes, users and so on. Through the integration of projects, creative talents can be nurtured and innovation teams can be formed in an innovative atmosphere and free academic environment, thereby enhancing universities" education quality and making them gradually become the forefront of scientific research and cooperation.
